So local control of budgeting is better for districts vis-a-vis the State, according to Brooks.
But when it comes to individual schools, with all their vast differences in population served, academic needs, strengths and weaknesses, outstanding music programs here, struggling music programs there…..not so much. All schools should have the same schedule, budget framework, vision, Superintendent Brooks says.
But just as the District knows school budgeting better than the State, Mr. Brooks, individual schools know their students better than the District.
