Local Control Is Good When Winston Brooks Says So

“It’s my opinion that the board of education and this administration know a lot better about what can be cut than the Legislature does,” Brooks said. “I believe, and we have lobbied for this, that the cuts should be made at the local level.”–APS Superintendent Winston Brooks, Albuquerque Journal, 1.5.09.

So local control of budgeting is better for districts vis-a-vis the State, according to Brooks.

But when it comes to individual schools, with all their vast differences in population served, academic needs, strengths and weaknesses, outstanding music programs here, struggling music programs there…..not so much.  All schools should have the same schedule, budget framework, vision, Superintendent Brooks says.

But just as the District knows school budgeting better than the State, Mr. Brooks, individual schools know their students better than the District.
